OFDA ReportsThe "Emergency Programme to Combat the Cassava Mosaic Disease Pandemic in East Africa" is a USAID-funded initiative to mitigate the devastating impact that an expanding epidemic of cassava mosaic disease (CMD) has had on farmers in East Africa. The epidemic, which was first observed in north-central Uganda in the late 1980s, spread throughout Uganda in the 1990s, and into neighbouring Kenya, Tanzania, Rwanda and southern Sudan. The virus disease, spread both by a whitefly vector and through planting diseased cuttings, virtually wiped out cassava, one of the main staple food crops, in many affected areas posing a grave threat to the region's food security. Surveys implemented through the Tropical Whitefly IPM Project identified zones of epidemic expansion and threatened areas in 1997/98. The USAID regional initiative, funded by the Office for Foreign Disaster Assistance (OFDA), was developed by the International Institute of Tropical Agriculture (IITA) and its partners in the region to mitigate the effects of CMD in the targeted areas. Following the first year of support for the project (1998/99) three further year-long phases have been supported, and major successes have been realised in mitigating the effects of the epidemic in target zones, though much remains to be done, and the so-called 'pandemic' continues to expand. Results of the project have been documented through quarterly reports and proceedings of the three regional stakeholder meetings that have been held to date. These describe the management approach taken, the achievements of the broad range of partners involved and highlight both successes and failures.
